The Minister for the Public Service and Administration, as the member of the executive given the responsibility for conditions of service of government employees, does not speak as an individual when she speaks on the matter of the wage negotiations, but on behalf of government; and the views she expresses are those of the executive, which is collectively responsible for government's position with regard to the current wage negotiations.
Little will thus be achieved by attempting to paint her as at variance with President Thabo Mbeki or the governing party, as Tony Ehrenreich does in his letter to the Cape Times on May 18.
